Ilgar Nuri was born in the city of Sumgayit in 1973. In 1995, he graduated with distinction from Azerbaijan Technical University, majoring in information technologies (IT). 

Ilgar Nuri joined Veyseloglu Group of Companies in 1997. During his career, he held different positions, starting as an IT Specialist and Internal Control Officer. Then he worked as a Financial Adviser and head of the business support department established within the framework of the corporate management reform. Since 2018, Ilgar Nuri has been the member of the Supervisory Board of the Group. 

Ilgar Nuri also presided over the introduction of LOGO and computerized warehouse control system (WMS), was actively involved in the establishment of partnership between Veyseloglu Group of Companies and the European Bank for Reconstruction and Development (EBRD) in 2006-2007 and Deutsche Investitions- und Entwicklungsgesellschaft (DEG) in 2016-2017, and in the years 2009-2022, he introduced the accounting system complying with the international financial reporting standards (IFRS). 

In cooperation with Deloitte Türkiye, he also led the creation of the financial structure meeting international standards. 

At present, Ilgar Nuri he holds the position of Risk, Audit, Legal Issues and Internal Affairs Director in the head office, and is the Advisor to CEO of Veyseloglu Group of Companies.
