Rahim A. Sultanov was born on December 17, 1962, in the city of Baku. In 1979, he graduated from secondary school in Baku. In 1985, he graduated from the Kharkiv Law Institute. He began his professional career in August 1985 in the prosecution authorities of the Russian Federation. From September 1991 to January 2001, he worked in the prosecution authorities of the Republic of Azerbaijan. Later, he became the founder of “Caspian Services” company and served as the Chairman of the Board of Directors.
